Rochester, NY—On August 23, 2026, the Daily Signal carried a leaked 14-point plan, circulated by Planned Parenthood Action Fund to state Attorneys General. Having noted the coordinated attack on pro-life people and organizations as early as September, 2022, CompassCare renews the call to the U.S. Department of Justice (DOJ) to investigate whether Planned Parenthood and other organizations coordinated with government officials, and whether government officials subsequently enlisted private companies such as Google in crimes actions against pro-life organizations.

Shortly after the Supreme Court's Dobbs reversal of its 1973 Roe v Wade abortion ruling, Planned Parenthood delivered a 14-point strategy to blue-state attorneys general. The July 12, 2022, memo urged AGs to weaponize state FACE Acts against pro-life Christians, engage negative PR campaigns against pro-life pregnancy centers for alleged “misleading and deceptive practices,” pursue pro-abortion constitutional amendments, shield abortionists from criminal liability, and seek federal action against pro-life pregnancy centers. CompassCare's experience of post-Dobbs events reveals striking parallels between Planned Parenthood’s recommendations and subsequent government actions.

“For years, CompassCare has documented what appeared to be a coordinated campaign against pro-life Christians. Now their own playbook confirms it,” said Rev. Jim Harden, CompassCare CEO. “We have been fighting lawfare from hostile Attorneys General, politicized federal law enforcement, weaponized State legislation, Big Tech censorship, and actual domestic terrorists. They all use the same talking points with the same goal in mind—shut down the pro-life competition.”

Planned Parenthood’s 14-Point Plan recommended using state FACE laws to protect abortion facilities. One day later, California AG Rob Bonta issued a statewide law-enforcement bulletin concerning the California FACE Act and the Reproductive Rights Law Enforcement Act; and eight days later, New Jersey Attorney General Matthew Platkin announced a partnership with the U.S. Attorney’s Office to protect abortion providers and enforce the FACE Act against pro-lifers. CompassCare's timeline subsequently documents the FBI raid on pro-life father Mark Houck, the arrests of Paul Vaughn and Chester Gallagher, and multiple DOJ prosecutions of peaceful pro-life Christians.

The memo also called for state AGs to target pro-life pregnancy centers for alleged deceptive practices. CompassCare's chronology records a sustained campaign beginning in 2022 involving Planned Parenthood, NARAL, state attorneys general, federal lawmakers, and major media outlets falsely accusing pregnancy centers of deception. Minnesota and New Jersey AGs later issued libelous consumer alerts targeting pregnancy centers, while California's AG sued pregnancy centers—actions The Daily Signal reports as corresponding with Planned Parenthood's recommendations.

In June 2022, New York Attorney General Letitia James demanded that Google alter its search results and Maps listings to prevent women from being directed to what she called “dangerous and misleading” pregnancy centers. In August, 2022, Google announced changes to its search and Maps results, changes that effectively wiped CompassCare and all other pro-life centers from Google mapping of business listings; James publicly applauded Google, calling the changes “lifesaving.”

Rev. Harden says, “The facts are before us, and they show strong evidence that Planned Parenthood conspired with blue State Attorneys General, and some of those AGs in turn collaborated with Google, a tech monopoly, for the benefit of the abortion giant and the detriment of its competition—namely, Christian pro-life pregnancy centers such as CompassCare.”

CompassCare is asking the DOJ to identify the participants, communications, and financial relationships connecting the Planned Parenthood strategy to subsequent government actions and to determine whether any participants committed qualifying RICO predicate offenses. Rev. Harden says, “The collusion has not been addressed. The DOJ must open an investigation into a conspiracy against rights of pro-life Christians in light of the 3rd KKK Act of 1871. If these bad-actors get a free pass, AGs like Letitia James continue their lawfare attacks, and Planned Parenthood continues getting over $800M per year in taxpayer funds, it will only get worse when Trump leaves office and the Democrats regain control of Congress. The only solution is a DOJ investigation, and for those indicted and found guilty to be imprisoned.”
